Sup there susa. I found that hanging out at certain cofeeshops that have live music (like De Rokery , the one behind the Leideseplein) you get the opportunity to get some insight on where to go for such instrumental music or get togethers. My expereince led me to some drum circles and upright bass playing with occasional jam sessions with a mandolin player. De Rokery is cool for this type of set-up, so try there and ask the bartender about any other happeneings or parties they might know of. If all else fails, just smoke up until the sun comes up and play your own drum. God bless.
